As many return to school and work after a summer break, here at Z/Yen we are rejuvenated and ready for a busy and productive last quarter of the year. We hope you are too, as have a variety of events for lined up to help you make new connections and gain valuable knowledge this Autumn. Including a dinner focused on Revolutionising Test Automation With The Power Of Generative AI, on Thursday, 19 September (spaces are very limited so do get in quickly). Our annual mixer with the Bank of China is on Wednesday, 23 October, with a theme of Optimising Carbon Trading For Success. Z/Yen Group are delighted that our Chairman, Alderman Professor Michael Mainelli, is serving as the 695th Lord Mayor of the City of London for the year 2023/2024. As part of Michael’s working theme, we are running Knowledge Miles: The 695th Lord Mayor's Lecture Series, an online webinar series exploring the connections of the Square Mile and its role as "The World's Coffeehouse" addressing diverse global challenges. Busan Finance Center: On July 24, 2024, Dong-Hae Lee was appointed as the Center Director of the Maritime Finance Center at Busan Finance Center. Dr. Dong-Hae Lee commenced his career at the Korea Development Bank (KDB) in 1989, ultimately ascending to the position of Head of the Maritime Finance Division. He has extensive working experience in international finance, having served at the Korea Development Bank with assignments in both London and New York. In regard of maritime finance, Dr. Lee led the establishment of the "KDB Let's Together Shipping Fund," with a scale of USD 800 million (approximately KRW 1 trillion) in 2009, and was also involved in large-scale shipping finance. Under his directorship, shipping finance volume reached more than USD 2.3 billion (approximately KRW 3.15 trillion), contributing to the construction of 20 ships for HMM as part of the South Korean government's "Five-Year Plan for Shipping Recovery. Before joining Busan Finance Center, Dr. Lee served as a deputy director of the Korea University Maritime Law Centre. Dr. Lee obtained his Ph.D. in Business Administration from Korea Maritime and Ocean University in 2021. His doctoral thesis, entitled "An Empirical Analysis of Determinants of Ship Financing Debt Repayment Ability During Maritime Recession," highlights his expertise and scholarly contributions to the field. Notably, during his tenure at the Korea Development Bank, Dr. Lee played a pivotal role in advancing Korea's shipping finance industry by spearheading the Maritime Finance Center, which was operated in collaboration with the Export-Import Bank of Korea (KEXIM), Korea Trade Insurance Corporation(K-SURE), and Korea Development Bank(KDB). His leadership and contributions have been instrumental in the sector's growth and development. On July 24, 2024, Doo-Young Park was appointed as the general manager of Management Innovation Department. Mr. Doo-Young Park dedicated 36 years of his career as a government official of Busan Metropolitan City, contributing to the development of the city and the well-being of its citizens. Throughout his distinguished career, he held several key positions, including Director of the Health Policy Division at the Citizen Health Bureau in 2021 and Director of Bus Operations at the Transportation Bureau in 2018. Mr. Park played an instrumental role in enhancing the public transportation system, facilitating the introduction of a single card system that enabled citizens to conveniently use various modes of public transportation. This initiative contributed to creating one of the most affordable and efficient transportation systems globally. Building on his expertise in civil service, Mr. Park has happily joined the Busan Finance Center. In his new role as a general manager, he is committed to promoting the Busan International Finance Center and revitalizing the finance industry, thereby supporting Busan's ambition to become a Global Hub City.

Financial Services Commission Mauritius: The Mauritius Payment Intermediary Services (PIS) Licence: The Mauritius International Financial Centre offers an attractive framework for Payment Intermediary Services (PIS), regulated by the Financial Services Commission, Mauritius. Leveraging Mauritius’ strong regulatory environment and reputation, the PIS licence empowers businesses to establish payment gateways for global online payment processing. PIS licensees can provide a range of services, including payment initiation, acquiring payment transactions, execution of payment transactions and money remittance, exclusively outside Mauritius. There are currently 29 PIS Licence holders operating from Mauritius. Mauritius has recently announced the extension of the Partial Tax Exemption Regime to holders of the PIS licence, provided they meet the substance requirements. As such, in respect of the year of assessment commencing on 1 July 2025 and every subsequent year of assessment, a PIS licence holder will be able to avail itself of a tax exemption of 80% on its income, hence benefiting from an effective tax rate of 3%.
