Background: In 2017, the release of Icarus, a documentary on doping in sport, piqued audience interest in the subject and garnered much critical acclaim. The documentary uncovered a Russian state-sponsored Olympic doping programme used during the 2014 Winter Olympics in Sochi. Since then, there have been continuous doping scandals in sport, including the International Olympic Committee’s concern surrounding a lack of out-of-competition testing in the sport of weightlifting. Martin Dubbey's presentation will cover the risk to sport from the interference of state actors, how far are they embedded in sport and what the implications for clean athletes are.

Martin Dubbey brings a unique blend of over 30 years of law enforcement and a decade of sports investigation experience, combined with an understanding of the latest technologies, to support integrity and help counter corruption in sport. Working with Professor Richard McLaren, Martin has been the Lead Investigator for major international sport enquiries such as corruption within Athletics, Weightlifting and Boxing. He has also undertaken the investigation of Russian State cheating at the Sochi 2014 Olympics and subsequent follow-up enquiry of data manipulation within the Moscow laboratory.
Martin has also built expertise in private sector commercial fraud and asset-tracing work, combining his experience of government, global connections and the use of sophisticated technology.
