Background: Private sector finance is not structured to support sustainable development at the scale and speed required to achieve the SDGs and the stated goals of the Paris Agreement. The financing gap to achieve the SDGs in developing countries alone is estimated to be circa 3 trillion USD p/a.
Blended finance initiatives seek to align both commercial and non-commercial funding sources in a coordinated pattern of investment behaviours, allowing for a more inclusive and holistic approach to sustainable development.
However, a key issue remains that is almost universal – the reluctance by investor participants to accept risk.
Credit Risk Mitigation tools that typically support lending and associated investments into large-scale infrastructure projects or emerging technologies required to enable the transition, are simply not effective measures for bridging this trillion dollar financing gap.
When Blended Finance initiatives and Credit Risk Mitigation tools cannot support complex transactions, an alternative approach is required.

Scott Ingham founded Matrix 23 years ago in London after a very successful stint as a corporate insurance broker in the Global Accounts Risk Management division of Bain Clarkson/Heath Lambert managing accounts such as BP and Computacenter, to name a few. George has over 25 years of experience in asset and project finance and delivering complex projects in challenging environments in developed and emerging markets, including some of the largest infrastructure projects in the U.K. Advised a number of governments across the globe on asset finance and de-risking exposure.
George was a co-founder of Eunergy Capital and has advised on a wide range of renewable energy and waste projects in the UK, Europe and the Middle East.
Prior to that he held senior positions in structured finance and securitisation with Merrill Lynch and UBS Investment Bank in London and Singapore. He started his career with Austria's Creditanstalt based in Vienna working in EMEA and FSU. He has raised several billion dollars of equity and debt for projects and created bespoke solutions for a wide range of clients ranging from multinational corporations to SMEs, governments, utilities and single-project developers.
