Annual Debate: This House Believes Europe's Payments Regulation Is Making Things Better

Started in 2002, in response to the Lisbon Agenda and Regulations on fees for cross-border cash withdrawals, the Single Euro Payment Area (SEPA) has been in the planning for a long time. In fact, it has been discussed for so long by so many that, for a lot of people, it’s become as dull as dishwater. This view may be wrong though as, after years of gestation, SEPA has only just arrived as Greece looks likely to leave. With Europe in crisis, the SEPA Eurozone still to be implemented, is it working? Add to this melting pot the need for SEPA 2.0 covering mobile and new forms of payments, are Europe’s payments regulations making things better? Possibly, as companies such as Holvi and ipagoo could not exist without it. What is the truth?
